Do I Need a DGSA?

If you’re organisation is involved in consigning (sending), carrying, packing, filling or loading goods that fall under the Agreement, then you will likely need to appoint a DGSA (Dangerous Goods Safety Advisor).

The requirement to appoint a Dangerous Goods Safety Advisor (DGSA) changed on the 31st December 2022. Before January 1, 2023, consignor-only companies were often exempt from DGSA requirements. However, regulations have now been updated to include consignors in the requirement, meaning businesses that may not be directly involved, but still handle dangerous goods as consignors, likely now also require a DGSA.

There are some exceptions. According to the government website;

You must have a dangerous goods safety adviser (DGSA) if you transport dangerous goods unless:

  • You only do it occasionally, for example, breakdown recovery vehicles
  • You’re only receiving the dangerous goods (you’re the ‘consignee’)
  • They’re in Limited Quantities
  • You’re moving them a very short distance by road, for example, between buildings on an industrial estate
  • You’re using private vehicles

What is the Role of a DGSA?

A DGSA plays a critical role in advising companies on the safe and compliant carriage of Dangerous Goods. They are responsible for:

  • Ensuring compliance with ADR regulations (the European Agreement Concerning the International Carriage of Dangerous Goods by Road).
  • Monitoring and reviewing company practices related to the transport and packing of hazardous materials.
  • Providing guidance on the correct procedures for handling Dangerous Goods.
  • Producing the mandatory annual report as outlined in ADR Section 1.8.3.
  • Offering ongoing support and guidance on safety and compliance matters related to ADR.

Dangerous Goods Training

All participants involved in ADR require some form of training. That’s why it makes sense to appoint a DGSA from a company that also specialises in ADR training!

As a minimum, staff will require “Awareness Training”, as required by chapter 1.3 of the ADR Agreement. Traxion can provide remote training sessions to satisfy this requirement that are not only cost-effective but also bespoke, so that they are relevant to the specific challenges of your organisation.

ADR Driver Training

Drivers of dangerous goods require more detailed “Dangerous Goods Driver Training”, and are required to pass exams in order to obtain a driver’s “ADR Certificate” (ADR card).
